I don't know how much that much hydrogen would help or if the benefit would be worthwhile. 

As I said, if done properly, this could be of benefit. If all you get is a balloon full every 25 minutes and if that much isn't enough to significantly affect the MPG, then I would suggest it has not been done properly. 

That is the essence of the scam. Not that the idea is bad, but that the conman has not bothered to do it well enough to justify it as an improvement. 

The point I am trying to make is that this con is the difference between good engineering and bad engineering, not good science and bad science.

The Octane rating of Hydrogen is about 50.  
How does a balloon full of Hydrogen every 25 minutes improve 
mileage?

It sounds to me like what the guy is saying is that the offers to do this  are scams. They claim they are revolutionary and they are realling touting a  princible that had been known and understood for quite some time.

There  is the additional safety concern of having quantaties of oxygen or hydrogen  somewhere. 

However hydrogen or oxygen would boost the power of the ICE  using gasloline and if done properly could lead to greater fuel efficiency.  One has to wonder how a car burning hydrogen and oxygen only would perform. 

Now whether such thing would lower your fuel bills is something else  entirely.
